The federal appropriations process is complicated and confusing. And it might be at its worst.
A case in point is the current debate about the confederate battle flag and how that symbol has blocked the Interior Appropriations bill from consideration. Seriously.
The Congress already enacted a measure to ban that flag from federal facilities, but a number of Southern Republicans have asked their leaders to reconsider and will vote against Interior’s spending bill unless they are satisfied.
Meanwhile next year’s federal spending will have to wait.
